with the executive, its centrality <strong>in</strong> the overall management of the economy justifies <strong>in</strong>tervention<br />

by the legislature through the passage of fiscal responsibility bills.<br />

Ensur<strong>in</strong>g Good Governance<br />

Good governance assures a level <strong>and</strong> fertile ground for <strong>in</strong>vestment <strong>and</strong> transformation – which<br />

<strong>in</strong> turn leads to more opportunities for <strong>in</strong>creased bus<strong>in</strong>ess <strong>and</strong> employment. In this sense,<br />

good governance is <strong>in</strong>tegral to achiev<strong>in</strong>g the goals of the medium-term development strategy.<br />

Therefore, the contribution of governance is seen <strong>in</strong> relation to the achievements of the f<strong>in</strong>al<br />

outcomes of the development strategy, rather than <strong>in</strong> the specific components of governance <strong>in</strong><br />

isolation.<br />

Given limited <strong>in</strong>stitutional capacity, it is impossible to simultaneously solve all the governance<br />

problems <strong>in</strong> any low-<strong>in</strong>come country. Therefore, it is vital to prioritise areas critical to development<br />

where basic good governance is crucial to successful outcomes. Activities that are critical <strong>in</strong> the<br />

implementation of a development programme or whose resource requirements are significant<br />

must be prioritised. For example, it is important to <strong>in</strong>sulate key <strong>in</strong>frastructure <strong>in</strong>vestments from<br />

the tendency towards poor governance. By their nature, <strong>in</strong>frastructure <strong>in</strong>vestments are big<br />

money items, <strong>and</strong> therefore they tend to attract special <strong>in</strong>terests <strong>and</strong> engender corrupt practices.<br />

Similarly, there should be a strategy to strengthen the capacity of the judiciary <strong>in</strong> prioritis<strong>in</strong>g<br />

reforms <strong>and</strong> improv<strong>in</strong>g performance <strong>in</strong> areas which are key to economic growth. The current<br />

gradual reform of the judiciary <strong>in</strong> <strong>Tanzania</strong>, especially with respect to commercial courts, nonjudicial<br />

remedies (such as voluntary arbitration) <strong>and</strong> economic crimes, is a move <strong>in</strong> the right<br />

direction.<br />

It should be recognised that all develop<strong>in</strong>g countries have limited <strong>in</strong>stitutional capacity, <strong>and</strong><br />

global expectations can sometimes differ from local norms. Integrat<strong>in</strong>g the components of good<br />

governance is an evolutionary process of enhanc<strong>in</strong>g accountability by develop<strong>in</strong>g the <strong>in</strong>gredients<br />

<strong>and</strong> systems to fit the domestic context <strong>and</strong> establish<strong>in</strong>g appropriate <strong>in</strong>stitutions <strong>and</strong> competent<br />

human resources to regulate <strong>and</strong> monitor progress. Public op<strong>in</strong>ion, civil society <strong>and</strong> the media<br />

are key components <strong>in</strong> achiev<strong>in</strong>g good governance <strong>and</strong> should be valued as such by the state.<br />

Address<strong>in</strong>g Blockages to Facilitate Implementation<br />

In the course of implementation, development actors may face constra<strong>in</strong>ts which cannot be<br />

addressed by <strong>in</strong>dividuals, because they are either too expensive or they are public <strong>in</strong> nature <strong>and</strong><br />

the benefits cannot accrue to <strong>in</strong>dividual <strong>in</strong>vestors. The facilitative role of the developmental state<br />

is especially important <strong>in</strong> overcom<strong>in</strong>g such constra<strong>in</strong>ts.<br />

Infrastructure <strong>Development</strong><br />

Many sub-Saharan African countries are l<strong>and</strong>locked, possess challeng<strong>in</strong>g terra<strong>in</strong> <strong>and</strong> are sparsely<br />

populated. These geographical characteristics <strong>and</strong> accompany<strong>in</strong>g lack of <strong>in</strong>frastructure can<br />
