The <strong>Poverty</strong> <strong>and</strong> <strong>Human</strong> <strong>Development</strong> <strong>Report</strong> (PHDR) <strong>2009</strong> was produced by the Research <strong>and</strong><br />
Analysis Work<strong>in</strong>g Group (RAWG) of the MKUKUTA Monitor<strong>in</strong>g System. Research on <strong>Poverty</strong><br />
Alleviation (REPOA), as secretariat to the group, coord<strong>in</strong>ated the production of the report under<br />
the supervision of Professor Joseph Semboja. Lead technical review<strong>in</strong>g was provided by<br />
valerie Leach of REPOA <strong>and</strong> members of RAWG. Acknowledgment is gratefully accorded the<br />
International Labour Organisation for the technical assistance provided by Alana Albee.<br />
Many people contributed to this year’s report, <strong>and</strong> their contributions are gratefully<br />
acknowledged.<br />
Special thanks go to the staff of the National Bureau of Statistics (NBS) for provid<strong>in</strong>g timely data<br />
<strong>and</strong> analysis from national surveys, <strong>and</strong> to the various government m<strong>in</strong>istries, departments <strong>and</strong><br />
agencies (MDAs) who forwarded data from their adm<strong>in</strong>istrative systems. Data for the status<br />
chapter were compiled by Danford Sango <strong>and</strong> Thadeus Mbogho<strong>in</strong>a of REPOA.<br />
The status Chapter 1 was drafted by Denis Rweyamamu of REPOA, Kate Dyer of Maarifa ni<br />
Ufunguo, Paul Smithson of Ifakara Health Research <strong>and</strong> <strong>Development</strong> Centre, Ben Taylor of<br />
Daraja <strong>Development</strong> Limited, Rehema Tukai <strong>and</strong> Lucas Katera of REPOA. Per Tidem<strong>and</strong> of Dege<br />
Consult provided a background paper on local government reform for Cluster III.<br />
The analysis of poverty <strong>in</strong> Chapter 2 is based on a background paper by Johannes Hoogeveen,<br />
Manager InfoShop at Twaweza, Dar es Salaam <strong>and</strong> Remidius Ruh<strong>in</strong>duka of the Economics<br />
Department of the University of Dar es Salaam.<br />
Chapter 3 on the role of the state was written by Prof. Joseph Semboja of REPOA, based on<br />
discussions with a range of researchers <strong>in</strong>clud<strong>in</strong>g Dr Servacius Likwelile, Alana Albee, staff of<br />
the Government of <strong>Tanzania</strong>, REPOA <strong>and</strong> the World Bank. It was <strong>in</strong>spired <strong>in</strong> part by a paper<br />
presented by Th<strong>and</strong>ika Mk<strong>and</strong>awire of UNRISD at REPOA’s 14 th Annual Research Workshop <strong>in</strong><br />
Dar es Salaam, March <strong>2009</strong>.<br />
