Information Dissem<strong>in</strong>ation <strong>and</strong> Accountability of Local Government Authorities<br />

The current MKUKUTA <strong>in</strong>dicator used to measure <strong>in</strong>formation dissem<strong>in</strong>ation by LGAs is the<br />

‘proportion of LGAs post<strong>in</strong>g public budgets, revenue <strong>and</strong> actual expenditures on easily accessible<br />

public notice boards’. The latest data available is from the Community Characteristics <strong>Report</strong> of HBS<br />

2007 which reported that 40% of LGAs had posted fiscal <strong>in</strong>formation on public notice boards. 71<br />

Data from the 2003 <strong>and</strong> 2006 citizen surveys <strong>in</strong>dicate a significant <strong>in</strong>crease <strong>in</strong> public access to<br />

<strong>in</strong>formation on local government operations, albeit from very low levels. This is most likely a result<br />

of PMO-RALG’s efforts to enhance citizens’ access to local government <strong>in</strong>formation, <strong>in</strong> particular<br />

f<strong>in</strong>ancial data, through the O & OD plann<strong>in</strong>g process. Announcement of local government budget<br />

<strong>in</strong>formation <strong>in</strong> all wards is now required.<br />

The results <strong>in</strong> Table 25 <strong>in</strong>dicate that respondents most often reported see<strong>in</strong>g <strong>in</strong>formation on<br />

local government budgets as well as taxes <strong>and</strong> fees collected <strong>in</strong> their area. Audit <strong>in</strong>formation<br />

<strong>and</strong> sector allocations were less frequently available to citizens. Interest<strong>in</strong>gly, a larger <strong>in</strong>crease<br />

<strong>in</strong> access to budget <strong>in</strong>formation was recorded among women than men. This may be expla<strong>in</strong>ed<br />

by the general trend towards greater women’s <strong>in</strong>volvement <strong>in</strong> public affairs, as local government<br />

reform <strong>in</strong>itiatives have not explicitly targeted women. Despite the ga<strong>in</strong>s recorded over the period,<br />

only a small m<strong>in</strong>ority of respondents overall reported access to local government <strong>in</strong>formation.<br />

Moreover, qualitative <strong>in</strong>terviews also <strong>in</strong>dicated that citizens have difficulties <strong>in</strong> mak<strong>in</strong>g sense of<br />

the f<strong>in</strong>ancial data that was made available to them (PMO-RALG, 2007b).<br />
