MKUKUTA Cluster II:<br />
Improvement of Quality of Life <strong>and</strong> Social<br />
Well-Be<strong>in</strong>g<br />
The two broad outcomes for MKUKUTA’s Cluster II are:<br />
i) Improved quality of life <strong>and</strong> social well-be<strong>in</strong>g, with particular focus on the poorest <strong>and</strong><br />
most vulnerable groups; <strong>and</strong><br />
ii) Reduced <strong>in</strong>equalities (<strong>in</strong>clud<strong>in</strong>g <strong>in</strong> survival, health <strong>and</strong> education) across geographic areas,<br />
<strong>in</strong>come, age, gender <strong>and</strong> other groups.<br />
Exp<strong>and</strong>ed access to, <strong>and</strong> delivery of, quality social services – notably education, healthcare,<br />
water <strong>and</strong> sanitation – <strong>and</strong> the establishment of social protection mechanisms are vital to atta<strong>in</strong><strong>in</strong>g<br />
these two outcomes. Moreover, a well-educated <strong>and</strong> healthy population is central to achiev<strong>in</strong>g<br />
broad-based <strong>and</strong> equitable growth (Cluster I) <strong>and</strong> sound governance (Cluster III). Indeed, the<br />
goals of MKUKUTA’s three clusters are mutually re<strong>in</strong>forc<strong>in</strong>g.<br />
To assess progress under Cluster II, <strong>in</strong>dicators under five support<strong>in</strong>g goals are exam<strong>in</strong>ed:<br />

Improved survival, health <strong>and</strong> well-be<strong>in</strong>g of all children <strong>and</strong> women, <strong>and</strong><br />
especially vulnerable groups<br />
Increased access to clean, affordable <strong>and</strong> safe water, sanitation, decent<br />
shelter, <strong>and</strong> a safe <strong>and</strong> susta<strong>in</strong>able environment<br />
Adequate social protection <strong>and</strong> provision of basic needs <strong>and</strong> services for the<br />
vulnerable <strong>and</strong> needy<br />
Effective systems to ensure universal access to quality <strong>and</strong> affordable public<br />
services<br />
Equitable Access to Quality Primary <strong>and</strong> Secondary<br />
Education for Boys <strong>and</strong> Girls, Universal Literacy<br />
among Men <strong>and</strong> Women, <strong>and</strong> Expansion of Higher,<br />
Technical <strong>and</strong> Vocational Education<br />
The follow<strong>in</strong>g <strong>in</strong>dicators are used to assess progress <strong>in</strong> educational outcomes for all<br />
<strong>Tanzania</strong>ns:<br />
• Literacy rate<br />
of population aged 15+ years<br />
• Net enrolment at pre-primary level<br />
• Net primary school enrolment rate<br />
