SUMMARY<br />

This research sought to answer that <strong>de</strong>spite the striking need for educational planning process,<br />

planning tools such as collective Policy Planning Education Program (PPEP) can not be<br />

consolidated in si<strong>de</strong> of the school? It is based on the assumption that social life <strong>de</strong>mands of<br />

each individual attitu<strong>de</strong>s, skills and competencies to retool the act and intervene in living<br />

satisfactorily, both for itself and for society.<br />

To promote the education of the population, social institutions must be organized given the<br />

peculiarities of each social group, contextualized social history at the time lived. Comply with<br />

this task has become a major challenge for educational institutions because of the complexity<br />

of social relations and the events arising from the social or<strong>de</strong>r, <strong>de</strong>mand answers from various,<br />

sometimes contradictory and confusing, requiring careful attention and planning of the<br />

educational process . Further, what are the barriers that impe<strong>de</strong> the effectiveness of the PPP?<br />

To answer these questions we conducted a survey of literature on the subject, investigating<br />

the concepts, principles, limits and possibilities of PPP as an instrument of school<br />

organization. Then a field of qualitative basis, using the procedure as a case study in two<br />

public schools, interviews and dynamic segment involving the teacher. During the search he<br />

was elected the group of teachers as the sampling universe of the actors involved in the<br />

process, as the most significant within the limits of research. This choice <strong>de</strong>rives from the<br />

perception that this important group is outsi<strong>de</strong> both the process of formulation, the<br />

implementation of PPP. As a result the survey found a need for revision of the organizational<br />

culture of the school to which instruments of a collective may be possible within its interior.<br />

The way that schools organize their space and time school is revealed as a major constraint to<br />

the realization of the PPP, by preventing the encounter, dialogue and consequently the<br />

<strong>de</strong>velopment and implementation of the collective in school. In summary, it can be said for<br />

the investigation, which is the PPP that provi<strong>de</strong>s change and organization of the school, by<br />

contrast, is a school organization and participation mechanisms and organizational culture<br />

built to ensure whether or not the <strong>de</strong>velopment of collective proposals like the PPP.<br />
