As aconsequence, the purpose of this article is to explore the status quo of the implementation
ofthe EU climate and energy package and to determine further steps tobe
made by theMemberStates.
Analysis ofthe EU climateand energy package
20% reduction ofGHG-emissions
Each year, approximately 11% of the greenhouse gases emitted worldwide originate
from within the European Union. (European Commission 2013a) Energy-related emissions
account for almost 80% of the EUʼs total GHG emissions. (European
Commission 2010: 2)Consequently, changing the EU energy system is one of the
biggest challenges which Europehas to face.

The climate and energypackage implements the goal of reducing EUGHG emissions to
20% below 1990 levels by 2020. Figure 2provides anoverview ofhow the reduction
effort isshared out. Onthe one hand, the goal toreduce GHG emission by 21% in 2020,
