(b) In January 1967, Master Chief Gunner's Mate Delbert<br />

Black was appointed as the first Senior Enlisted<br />

Advisor of the <strong>Navy</strong>. <strong>The</strong> title was later changed to<br />

Master Chief Petty Officer of the <strong>Navy</strong> (MCPON).<br />

(c) In 1970, the “Total Force” concept was developed<br />

making the active and reserve naval forces, and<br />

“emergency essential” DoD civilian employees equal<br />

defenders of the United States and her allies. One<br />

out of seven <strong>Navy</strong> personnel serving in Vietnam were<br />

Naval Reservists.<br />

(d) In 1973, a cease fire agreement was signed and U.S.<br />

forces withdrew from Vietnam. Despite the agreement,<br />

fighting continued until 1975.<br />

n. Persian Gulf War (Desert Storm) (1991)<br />

(1) Overview<br />

(a) Started because of the Iraqi invasion of Kuwait in<br />

August of 1990.<br />

(b) 21,000 Naval Reservists were recalled to active duty.<br />

(c) <strong>The</strong> <strong>Navy</strong> performed several functions:<br />

1 Used aircraft launched from carriers to attack<br />

enemy targets.<br />

2 Performed minesweeping operations.<br />

3 Blockaded Iraqi ports.<br />

(2) Significant events<br />

(a) In February 1991, a coalition force, including<br />

personnel and equipment from many countries, drove the<br />

Iraqi military from Kuwait.<br />

(b) In March 1991, the United Nations Security Council<br />

passes a cease-fire resolution to end the fighting.<br />
