(2) Dial *57 immediately following the bomb threat phone call;<br />

if another call comes in the meanwhile, the phone trace<br />

will not work.<br />

(3) An automated message will tell you whether the call was<br />

successfully traced and provide further instructions.<br />

f. Alert security or the officer of the deck about the bomb threat.<br />

g. When aboard ship, procedures may vary.<br />

8. U.S. Counterterrorism Policy<br />

a. Make no concessions to terrorists; strike no deals.<br />

b. Bring terrorists to justice for their crimes; e.g., Timothy<br />

McVeigh was executed for the Oklahoma City truck-bombing of the<br />

Federal Building.<br />

c. Isolate and apply pressure on states that sponsor terrorism to<br />

force them to change their behavior; e.g., sanctions against<br />

Iraq.<br />

d. Bolster the counterterrorism capabilities of those countries that<br />

work with the U.S. and require assistance.<br />

9. Terrorist-Related Current Events<br />

10. Shipboard Force Protection Condition (FPCONs) Measures<br />

a. <strong>The</strong>se conditions are set aboard ship to indicate the level of<br />

threat from terrorist attack.<br />

b. FPCON measures serve two purposes:<br />

(1) Increase the level of security.<br />

(2) Display the ship’s determination to prepare for and counter<br />

the terrorist threat.<br />

c. <strong>The</strong>re are five threat condition levels.<br />

(1) FPCON NORMAL--Applies when a general threat of terrorist<br />

activity exists; routine security procedures are in place.<br />

(2) FPCON ALPHA--Declared when a general threat of possible<br />

terrorist activity is directed toward installations and<br />

personnel.<br />

(a) Security measures must be capable of being maintained<br />

indefinitely.<br />

(b) Designated shipboard watchstanders and pier sentries<br />

are armed and equipped with communication devices.<br />
