(5) FPCON DELTA--Declared locally when a terrorist attack has<br />

occurred in the immediate area or intelligence has been<br />

received that indicates a terrorist action against a<br />

specific location is likely.<br />

(a) Maintain appropriate ALPHA, BRAVO, and CHARLIE<br />

conditions.<br />

(b) Prepare to get underway.<br />

(c) Post sentries with machine guns to cover possible<br />

helicopter landing areas.<br />

(d) Deploy M-203 grenade launchers to cover approaches to<br />

ship.<br />

11. Homeland Security Advisory System<br />

a. <strong>The</strong> Department of Homeland Security threat conditions represent<br />

the:<br />

(1) Level of risk for terrorist attack.<br />

(2) Protective actions suggested for Federal departments and<br />

agencies.<br />

b. <strong>The</strong>re are five threat condition levels.<br />

(1) Low risk (green)<br />

(a) Refine and exercise established protective measures.<br />

(b) Train personnel on the Homeland Security Advisory<br />

System and preplanned department/agency protective<br />

measures.<br />

(c) Assess the department/agency for vulnerability to<br />

terrorist attack.<br />

(2) Guarded risk (blue)--Declared when there is a general risk<br />

of terrorist attack.<br />

(a) Observe condition green protective actions.<br />

(b) Check communication systems with designated emergency<br />

response locations.<br />

(c) Review and update emergency response procedures.<br />

(d) Provide the public with information that would<br />

strengthen its ability to act appropriately.<br />
