2. <strong>Navy</strong> Operational Risk Management (ORM)<br />

a. ORM is a process used by the <strong>Navy</strong> to minimize risks to an<br />

acceptable level when considering the goal of the mission; i.e.,<br />

is accomplishing the mission worth the risks?<br />

b. Used by <strong>Navy</strong> personnel of all levels to:<br />

(1) Increase operational effectiveness by anticipating hazards.<br />

(2) Reduce the potential for loss by increasing the probability<br />

of success.<br />

c. All personnel are responsible for reporting any mishaps, near<br />

mishaps, and hazardous conditions that are observed.<br />

(1) Mishap<br />

(a) Any unexpected event causing:<br />

1 Personal injury, occupational illness, or death.<br />

2 Material loss or damage.<br />

(b) An explosion, with or without damage.<br />

(2) Near mishap--An act or event in which injury or damage was<br />

avoided by mere chance.<br />

(3) Hazardous condition--A workplace condition that might<br />

result in a mishap.<br />

d. During this laboratory, students must:<br />

(1) Be alert for hazards.<br />

(2) Determine the risk posed by any hazard.<br />

(3) If you determine the risk is significant, call a <strong>Training</strong><br />

Time Out.<br />

3. Safety Procedures for Handling and Firing Small Arms<br />

a. Safety is the NUMBER 1 concern at <strong>Recruit</strong> <strong>Training</strong> <strong>Command</strong>’s<br />

indoor range.<br />

b. Basic safety rules for small arms are as follows:<br />

(1) ALWAYS assume the weapon is loaded when you first pick it<br />

up.<br />
