(2) Be of good moral character and have no record of
disciplinary action within three years before application.
(3) Be serving on active duty in the U.S. Navy, or Navy Reserve
in pay grades E7 through E9.
(4) Have at least twelve but not more than twenty-four years of
service.
(5) Be high school graduates or GED holders.
(6) Be physically qualified.
(7) Be recommended by their Commanding Officer.
