12. Individual Antiterrorism/Force Protection Measures<br />

a. Since 1971, a number of DOD personnel have been killed and<br />

wounded because of terrorist attacks.<br />

b. Attacks have been directed at:<br />

(1) DOD civilian employees and contractors<br />

(2) Officer and enlisted military personnel<br />

(3) DOD facilities and property<br />

c. <strong>The</strong> following video will explain procedures for individual<br />

protection from terrorist attack.<br />

13. Expectations for Future Terrorist Actions<br />

a. Future terrorism is likely to include higher levels of violence.<br />

b. <strong>The</strong>re could (or will continue to) be attacks:<br />

(1) By suicide bombers.<br />

(2) On military forces and civilians in Iraq and throughout the<br />

Middle East.<br />

(3) On schools, hospitals, emergency response teams, etc.<br />

(4) By individuals, or two- or three-man groups; e.g., the<br />

“Unabomber,” <strong>The</strong>odore Kaczynski.<br />

(5) On food and water supplies.<br />

(6) Using biological agents to spread infectious diseases.<br />

(7) By hackers to infiltrate computer systems.<br />

(8) Using surface-to-air missiles to shoot down civilian<br />

aircraft.<br />

(9) On political leaders, such as assassinations, or attacks on<br />

the White House or U.S. Capitol.<br />

c. Terrorists will likely resort to violence for an ever-widening<br />

range of causes.<br />

d. U.S. military personnel will continue to be targets for<br />

terrorists; we symbolize U.S. power.<br />
