(3) Elevated risk (yellow)--Declared when there is a<br />

significant risk of terrorist attack.<br />

(a) Observe condition blue protective actions.<br />

(b) Increase surveillance of critical locations.<br />

(c) Coordinate emergency plans, as appropriate, with<br />

nearby jurisdictions.<br />

(d) Assess whether the nature of the threat requires<br />

refinement of preplanned protective measures.<br />

(e) Implement the appropriate contingency (an attack may<br />

or may not happen) and emergency response plans.<br />

(4) High risk (orange)--Declared when there is a high risk of<br />

terrorist attack.<br />

(a) Observe condition yellow protective actions.<br />

(b) Coordinate security efforts with:<br />

1 Federal, state, and local law enforcement<br />

agencies.<br />

2 <strong>The</strong> other armed services.<br />

(c) Take additional precautions at public events; consider<br />

alternate sites or cancellation.<br />

(d) Prepare to implement contingency procedures, such as<br />

dispersing the workforce.<br />

(e) Restrict access to the threatened facility to<br />

essential personnel only.<br />

(5) Severe risk (red)--Declared when there is a severe risk of<br />

terrorist attack. This condition is NOT intended to be<br />

sustained for a long period of time.<br />

(a) Observe condition orange protective actions.<br />

(b) Increase or redirect personnel to address critical<br />

emergency needs.<br />

(c) Assign emergency response personnel, and mobilize and<br />

position specially trained personnel and their<br />

equipment.<br />

(d) Monitor, redirect, or discontinue transportation<br />

services.<br />

(e) Secure public and government facilities.<br />
