4. Purpose and Content of a Status of Forces Agreement (SOFA)<br />

a. A SOFA is an international agreement that defines the status of<br />

military personnel of one country that are stationed in the<br />

territory of another.<br />

As of April 2005, the United States has SOFAs with over ninety<br />

countries.<br />

b. A SOFA indicates that for some criminal and civil cases, the host<br />

country gives up some of its jurisdiction to the visiting<br />

country.<br />

c. Some of the topics covered by the a Status of Forces Agreement<br />

include:<br />

(1) Freedom of troop movement within the host country<br />

(2) Passport requirements<br />

(3) Criminal jurisdiction<br />

(4) Taxes<br />

(5) Imposition of duties (import or export taxes)<br />

(6) Regulations covering driver’s licenses<br />

(7) <strong>Navy</strong> exchange privileges<br />

5. Relationship Between the <strong>Navy</strong> Core Values and Conduct and Precautions<br />

Ashore<br />

a. Honor--Take responsibility for your actions when on leave or<br />

liberty by not doing anything to discredit yourself or the <strong>Navy</strong>.<br />

b. Courage--Have the Courage to avoid any activity that would bring<br />

discredit to the <strong>Navy</strong>, even when contrary to peer pressure.<br />

c. Commitment--When away from your command, be Committed to<br />

maintaining the highest degree of moral character, professional<br />

excellence, and competence.<br />
