CONDUCT AND PRECAUTIONS ASHORE<br />

As a Sailor, you will have the opportunity to visit many places that have<br />

different customs. Whether in homeport or overseas, knowing appropriate<br />

behavior and precautions will benefit both yourself and the local community.<br />

This lesson also provides procedures for protecting yourself from terrorism.<br />

Carefully study Information Sheets 1-04-2, Combating Terrorism and 1-04-3,<br />

DoD Code of Conduct for Personnel Subject to Terrorist Activity.<br />

B. Enabling Objective(s):<br />

6.1 Identify the authority and functions of the military police and shore<br />

patrol personnel.<br />

6.2 Explain policies concerning conduct ashore during leave or liberty.<br />

6.3 Define terrorism-related terms.<br />

23.4 Explain the relationship between the <strong>Navy</strong> Core Values and conduct and<br />

precautions ashore.<br />

C. Topic Outline<br />

1. Introduction<br />

2. Authority and Functions of the Military Police and Shore Patrol<br />

a. All branches of the armed forces assign personnel to duties in a<br />

shore-based police force, for example:<br />

(1) Army and Marine Corps: Military Police (MP)<br />

(2) Air Force: Security Police/Air Police<br />

(3) <strong>Navy</strong>: Shore Patrol (SP)<br />

b. Military police have the authority to stop, question, apprehend,<br />

or take into custody any member of the armed forces.<br />

c. Functions of the MP/SP are to:<br />

(1) Maintain good order and discipline.<br />

(2) Apprehend disorderly individuals.<br />

(3) Investigate accidents and offenses involving military<br />

personnel.<br />

(4) Assist members of the military.<br />

(5) Protect military personnel.<br />

(6) Report conditions or practices that are prejudicial to the<br />

welfare of military personnel.<br />
