3 <strong>The</strong> projection of naval defensive power further<br />

inland.<br />

(a) As the availability of overseas land bases decline, it<br />

is necessary for the <strong>Navy</strong> to establish mobile bases at<br />

sea.<br />

(b) Sea basing will:<br />

1 When practical, transform shore-based<br />

capabilities to sea-based systems.<br />

2 Place more emphasis on replenishment ships at sea<br />

rather than returning them to port.<br />

3 Position more equipment and supplies at sea.<br />

4 Accelerate the deployment of forces.<br />

6. Mission and Components of the U.S. Naval Reserve<br />

a. <strong>The</strong> peacetime mission of the U.S. Naval Reserve is to:<br />

(1) Train for wartime mobilization.<br />

(2) Share responsibilities with the regular <strong>Navy</strong>.<br />

b. <strong>The</strong>ir wartime mission is to augment the U.S. <strong>Navy</strong> when directed<br />

by the <strong>Command</strong>er-in-Chief and Congress.<br />

c. <strong>The</strong> U.S. Naval Reserve has several components.<br />

(1) Ready Reserve--Naval reservists who are NOT on active duty<br />

and are with either a drilling or non-drilling reserve unit.<br />

(a) Selected Reservists (SELRES) are:<br />

1 Required to drill (train) one weekend per month.<br />

2 Required to serve on active duty for two weeks<br />

per year.<br />

3 Paid for weekend drills and active duty service.<br />

4 Subject to involuntary recall by the Secretary of<br />

the <strong>Navy</strong> (SECNAV), President, or Congress.<br />

5 Mainly <strong>Navy</strong> veterans who previously served on<br />

active duty.<br />
