3. Policies Concerning Conduct Ashore During Leave or Liberty<br />

a. Rules and regulations<br />

(1) Cooperate with military police, security police, shore<br />

patrol, and civilian authorities at all times.<br />

(2) You are subject to orders from senior officers in all<br />

branches of the U.S. Armed Services.<br />

(3) Do not enter an establishment or areas declared “off<br />

limits.”<br />

(4) No person in the <strong>Navy</strong>, while on a Federal/National reserve,<br />

ship, craft, aircraft, or vehicle, is allowed to possess a<br />

dangerous weapon, instrument, or device. <strong>The</strong> only<br />

exception is if it is necessary for the proper performance<br />

of duties and authorized by proper authority.<br />

b. Communication with others<br />

(1) Be wary of anyone who seems interested in the activity.<br />

What seems unimportant or boring to you, may mean a lot for<br />

them.<br />

(2) Do not discuss any topic that may be considered classified<br />

or sensitive information, such as:<br />

(a) Naval exercises or procedures.<br />

(b) Material shortages.<br />

(3) Anything said in E-mail or on the Internet can be obtained<br />

by anyone who wants it bad enough.<br />

c. Returning from leave or liberty<br />

(1) Always allow plenty of time for return from leave or<br />

liberty.<br />

(2) Ensure you have return transportation. Save sufficient<br />

money or obtain a round trip ticket.<br />

(3) Keep yourself informed of transportation schedules and<br />

weather conditions through your return route. Make<br />

sufficient allowances for normal delays.<br />

(4) If circumstances beyond your control cause a delay beyond<br />

your normal leave/liberty hours, immediately notify your<br />

command and make them aware of the situation; e.g.,<br />

mechanical problems with the aircraft, canceled flight.<br />

(a) Your command may require written verification from the<br />

airline to avoid disciplinary action.<br />
