d. Counterterrorism--Offensive measures taken to prevent and respond<br />

to terrorism; e.g., attacks on Taliban forces in Afghanistan in<br />

response to 9-11.<br />

3. Types of Terrorism<br />

a. Nationalist<br />

(1) Seek to form a separate state for their group, often by<br />

drawing attention to a fight for “national liberation” that<br />

they think the world has ignored.<br />

(2) National terrorism can be difficult to define since many<br />

groups accused of the practice insist they are not<br />

terrorists but freedom fighters.<br />

(3) Examples:<br />

b. Religious<br />

(a) Irish Republican Army (IRA)<br />

(b) Palestine Liberation Organization (PLO)<br />

(c) Kurdish Workers’ Party<br />

(1) Terrorists use violence to further what they see as<br />

divinely commanded purposes, often targeting broad<br />

categories of foes in an attempt to bring about sweeping<br />

changes.<br />

(2) Examples:<br />

(a) Al-Qaeda<br />

c. State-sponsored<br />

(b) <strong>The</strong> Palestinian Sunni Muslim organization Hamas<br />

(c) <strong>The</strong> Lebanese Shiite group Hezbollah<br />

(d) Some American white-supremacist militias<br />

(1) Terrorist groups are deliberately used by radical states as<br />

foreign policy tools.<br />

(2) <strong>The</strong> state hires personnel to act as terrorists.<br />

(3) Example (event): In 1979, the Iranian government used<br />

young militants to seize hostages at the U.S. embassy in<br />

Tehran.<br />
