Bereich folgenden Fall 52 :
„This is a very big secret I would like to tell you now. […] Most of the steering committee members,
if not all… the only exception to my knowledge is the chairman (…) but the majority of them
are in the habit of harassing the workers to give them money at the time of receiving payments,
salary. For each one single time we come here to collect our salary you will see a line of them behind
us waiting […] for us to part with our 5 000 Le to give it to them. […] When you expose
these secrets and they know that it is you, who has exposed it, they will fire me. They will engineer
all sorts of mechanism to ensure that I will be fired. It is going on and it is affecting us and we
want it to be stopped […] A few months ago […] she [die Projektleiterin] passed a resolution that
she has suspected some authorities going around workers, harassing them […]. She has the opinion
that some higher authorities, precisely the steering committee are in the habit of harassing
workers just to extract money from them. […] Any time you are seen or caught receiving money
from a worker you’ll be fired. So now they are still doing it, but they call us around the corner. If
you are standing out there, they don’t allow you to give them money […] As soon as you are in a
small qualm they will come around you, even yesterday. I received my salary yesterday. As soon as
I climbed down the stairs [X] was standing there expecting me to give him 5 000 or more Leones.
[…] He was waiting for us, not only me, to give him amounts ranging from 5 000 upwards. So as
I climbed down the stairs I was so angry. [Zwischenfrage von mir: All the monitors?] All the
monitors! Anyone who refuses to do it will have problems. And that problem is being fired. This
has been going on despite of the warning of the doctor [Dr. Nour, die Projektleiterin]. She
wanted to ensure this place to be corruption free. […] Now they are doing it secretly, not openly.
[…] As soon as I climbed down the stairs he was right there waiting for the monitors to come one
by one to give him his share. So I deliberately removed this 5 000 Le from my pocket and I knew
that he will not accept it at that point. […] He told me: ‘Not here, not here. Go in that room and
wait for me’. I went in the room and he followed me there and there he received the money from
me. And that’s not only in my case but all monitors. […] Some of the workers, the monitors, who
have been sacked, that was due to this factor, because two or three monitors were fired before you
came in. They refuse one time or another to give him something. And [X] is not the only one […]
but [the others] are not so notorious. The time you refuse to pay, they keep in mind. If you do it
more than two times, you have serious problems, no matter if you do your job well or not. […] I
need everything I worked for. If someone comes to extract money from me, I can not help myself
with the lost money” (IntX1).
Eine andere Mitarbeiterin, die derartige Fälle untersuchte, meinte lakonisch: „You can not get a
100% clean system […] It is still going on, but at a rate that won’t kill the system“ (IntKS 16).
