vernment and Community Development, so dass die Operationen am 25. Dezember 2006 begon-
nen werden konnten (GTZ 2007b: 1f., GTZ 2007e: 2, IntEx 1). Der Major von Freetown hatte
darauf natürlich eine ganz andere Sicht:
“[R]e-taking over the Solid Waste functions of the municipality from the City Council […] was
all a calculated bundle of lies, calumny and subterfuge typical of their administration. […] With
the re-introduction of Local Councils, the Ministry of Local Government and Community Development
honestly lacks continued relevance and will continue to constitute a political masquerading
mischief. How can a hand-picked, pro-government minister effectively and impartially supervise
duly elected Local Government Institutions with ‘executive and legislative authority’? […]
GTZ were going it alone – no doubt with instructions from the GoSL who in late November released
$20k direct to them as ‘start –up funds’ to begin the ‘Klin Salone’ project. The GTZ is a
willing and compliant tool […] In summary, I see the whole GTZ influence as a deliberate GoSL
policy to rob us APC-led FCC of our right to perform purely for political reasons” (Johnson
2007: o. S.).
Diese Aussage unterstreicht, dass der politisch-institutionelle Rahmen, der ja das formelle Hand-
lungsumfeld der MSEs darstellt, von partei- und machtpolitischen Prozessen und Handlungsmo-
tivationen bestimmt ist. Auch unterschiedliche Geberansätze können zu einer Erhöhung der Un-
sicherheit beitragen oder diese zumindest aufrechterhalten. Gerade für „service-based” MSEs in
Freetown gilt, was SCHEINBERG (2001: 25) im Allgemeinen feststellt:
„Because they depend on contracts with the municipal authorities, services-based MSEs are vulnerable
to political, administrative and legal changes. These organisations have relatively little
ability to mobilise political power and to insert themselves into the formal planning process, so
they are exceptionally vulnerable to political changes and/or to donor-funded initiative.”
Schlussendlich wurde aber in einer sogenannten emergency phase vom 25.12.2006 bis zum
03.01.2007 das Hauptquartier des FWMS rehabilitiert, aber weit wichtiger noch, die Stadt von
3 000 Tonnen Müll befreit und auf dieser Grundlage eine Abfallbeseitigungssystem etabliert (In-
tEx 1), das bereits schon in wesentlichen Teilen dargestellt wurde (vgl. Kapitel V.1.2, S. 67 und
Abbildung 9, S. 69). Bereits „[t]hree days after the 25th of december, most of the big heaves where
cleared” (IntEx 1). Im Rahmen dieser Strukturen wurden in den darauf folgenden drei Monaten
