Summary The provision of a minimum of 50% AHLN on development sites in urban areas will render the majority of schemes as being economically unviable and
reduce development in the County.
Change Sought: We propose that the 50% figure be omitted and replaced with 30% AHLN as the majority of schemes should be viable at this level. Likewise in rural areas the
provision of 100% AHLN should be omitted and replaced with 30% AHLN for both tier types. Add in that 100% AHLN is to be provided on all of the council's
own land holdings and also on all other public owned land. The introduction of high AH percentages and low thresholds in Denbighshire had a direct and
negative impact on the rate of development in that county following its introduction.
