We also believe that specific mention needs included within the LDP to the importance of using appropriate boundary types and general detailing in order to reinforce the integrity and enhance the character of roads/streets fronted by developments. River abstraction and groundwater springs are a vital source, after treatement, of potable water supplies to our domestic and industrial customers. We fully support any measure that is designed to prevent any possible derogation of water resources. 22372 Mrs Searl [5170] 1 Support Summary The principle of this approach is supported; however the policy should be re-drafted to support the need for development to be viable and to ensure flexibility in developer contributions where appropriate. Failure to ensure that developer contributions ensure a balance between development aspirations, needs and viability may well place new development and investment into Conwy at risk. Circular 13/97 (para B14) makes clear that maintenance payments should only be sought where the facility is only of direct benefit to the development itself; this criteria appears to conflict with the guidance. Change Sought: The requirement should be amended to properly reflect National Guidance. 13380 Friends of Plas Gogarth (Dr Neil McKenzie) [148] 1 Object Summary 4.1.4.1 development criteria subsection 2 Planning Permission needs to be strengthened to provide additional protection for Victorian buildings - especially those in existing conservation zones - which preserve the Victorian character of Llandudno (the key to its continued tourist success). Community action groups e.g. The Friends of Plas Gogarth, and The Friends of West Shore, should have greater involvement in the process of identifying and safeguarding such buildings, e.g in the compilation of a CCBC list of buildings of special historical and/or architectural significance. Such a list should provide protection from development deemed inappropriate by the local community action groups. Change Sought: Further clarity is required to demonstrate how Policy DP/ 4 (2 g) paragraph 4.1.4.2 and DP/6 (paragraph 4.1.6.3) and Background Paper 17 'Strategic Floodrisk Assessment' are consistent with national policy, making it clear that vulnerable development (including housing) is not appropriate in areas identified as C2 floodplain. The background papers would benefit from a fact check and some minor editing to ensure that the information is up to date as well as clarifying how sites which fall within the C2 areas can be developed in line with national policy, i.e. it could be that flood risk issues relate to part of a site not being proposed for housing but open space. 14126 Home Builders Federation Ltd (Mr Richard Price) [1934] 1 Object Summary Policy DP/6 is an unnecessary repitition of Naitonal Guidance and therefore should be removed.
