Summary In paragraph 5.3.6 it is stated "On some sites, development may be allowed if mitigation methods are implemented, such as raising the ground level outside
the flood risk zone." This statement does not make sense. Mitigation methods may include an agreement to raise ground levels of the site above flood
levels, although if this were to be agreed as suitable mitigation, we would also require compensatory storage of excess floodwaters on site to prevent any
increase in the flood to third parties off site.
Change Sought: As the decision on which mitigation measures will be most appropriate can be quite complex, we would advise that this sentence should be shortened to read
"On some sites, development may be allowed if mitigation methods are implemented".
