Summary CCW considers that the provision in policy TOU/4 for development to accord with the Development Principles and other related policies within the Plan is also<br />

relevant for chalet, caravan and camping <strong>Site</strong>s within the Rural Development Strategy Area. Unless a clear statement is provided at the start of the plan,<br />

stating that the plan should be read as a whole, we recommend that Policy TOU/5 is amended to also include a provision for development to accord with the<br />

Development Principles and other related policies within the Plan.<br />

Change Sought: CCW considers that the provision in policy TOU/4 for development to accord with the Development Principles and other related policies within the Plan is also<br />

relevant for chalet, caravan and camping <strong>Site</strong>s within the Rural Development Strategy Area. Unless a clear statement is provided at the start of the plan,<br />

Summary The policy does not state the Council's position on proposals that involve the loss of existing sites in the Urban Development Strategy Area.<br />

This policy vacuum creates uncertainty for the owners of existing sites and for prospective purchasers of such sites.<br />

Change Sought: The policy should be extended to explain whether the Council will support or resist the loss or redevelopment of existing sites, including any<br />

qualifications/criteria as appropriate.<br />

The inclusion of this policy statement would create certainty and ensure the Plan is sound.<br />

Summary The Policy as presently drafted does not provide an acceptable framework for caravan development. It does not distinguish between touring and static holiday<br />

caravans and fails to provide a positive approach to secure future proposals and attain sustainability of the caravan industry.<br />

Change Sought: This representation provides an alternative policy approach which has been accepted in the adjoining authority of Gwynedd and is acceptable to the caravan<br />

industry. It is requested that this Policy framework is now adopted within Conwy.<br />

Summary We would stress that both these policies must have regard to DP/1 and DP/6. Caravan and camping sites are very often situated within tidal or fluvial flood<br />

zones and, due to their very nature, are extremely vulnerable to flood risk. We therefore would advise that having regard to the development policies should<br />

also be stressed, either within the policy itself, or in the supporting information.<br />
