A site has been identified but the plan makes no reference to the spatial requirements, a criteria based policy nor does it include an allocation in the town. The need for additional burial space is acknoweldged and the County Council has indicated that instructions to commence Compulsory Purhcase proceedings to buy the land have been issued. . Change Sought: The plan should be modified to allocate land within Abergele as a burial ground to serve the communities need during the plan period and beyond. Our plans also have to be affordable. Where a development need may not co-incide with the timing of our planned Regulatory improvements then it is reasonable that the essential services required as a result of that development is financed by the developer in advance of our improvemernts. The use of S106 Agreements or Uniltateral Undertakings would apply in these situations. 99
