The Council have acknowledged that the local housing market assessment (phase 2) is not yet available. However, they seek to be extremely prescriptive in<br />

the mix of house types on all developments of 5 or more dwellings.<br />

Change Sought: Replace policy wording with:- "The Council will seek to secure the provision on appropriate mix of market housing and affordable housing for local need<br />

reflecting the requirements of the latest local housing market assessment and the needs of individual settlements.<br />

Change Sought: To make the Plan sound the policies should be deleted or replaced with a sound evidence based policy to accommodate any future increase in smaller<br />

households.<br />

This policy is too prescriptive with regard to the mix of house sizes and should be more flexible otherwise developers will be inhibited from developing sites.<br />

Whilst the policy does allow some flexibility it is not clear how this will be implemented in practice.<br />

I would suggest that a range of percentages is used so that it will be easier to comply e.g. 60-70% for 1 and 2 bedroom houses.<br />

Summary Affordable housing is more likely to be occupied by people who do not have a car of their own. Therefore safeguards are needed to ensure that affordable<br />

houses are situated in a convenient location within a large new housing development site. Easy access to public transport links and local services is<br />

particularly important for older and disabled people and for younger people with children, whose lives can become very restricted and isolated if marginalised<br />

on the edge of housing developments.<br />

Change Sought: To ensure that there is specific guidance for developers on the positioning of affordable housing within a larger housing complex so that they are placed as<br />

near to transport hubs and local services as possible.<br />

Summary Redrow object to Policy HOU/4 - Housing Mix for the following reasons:-<br />

1.The Policy is too prescriptive and would not allow developers to respond to market demand; which they are uniquely qualified to assess.<br />

2.Developers will not build houses which they cannot sell, so the Policy risks diverting development outside the County.<br />

Change Sought:<br />

3.The Policy confuses need with demand, in that most single person households aspire to housing with two or more bedrooms; not least because it offers<br />

more flexibility for changing lifestyles/circumstances.<br />

The Policy should be reworded to state that, ''the Council will seek to ensure an appropriate mix of house types in all new developments, having regard to the<br />

character of the surrounding area. Provision of affordable housing should take into account the findings of the Council's Local Housing Market Assessment''.<br />

provide clarity on this policy.<br />
