I do not think the proposal has been fully considered on economic benefit grounds. It will be environmentally inappropriate and we don't feel that the economic viability has been proven. Change Sought: improved pedestrian access through the Dingle nature reserve 14129 Home Builders Federation Ltd (Mr Richard Price) [1934] 1 Object Summary Policy DP/9 requires the objectives of the Colwyn Bay Master Plan to be adhered to. In this context, we do not believe it is appropriate for adopted planning policy to enforce the requirements of separate plans and strategies that are not subject to the checks and balances, including independent scrutiny, afforded to the LDP. This is also contrary to National Guidance. Essentially the plans and strategies referred to above are a form of supplementary planning guidance. In order to support this, paragraph 5.2 of LDP Wales clearly sets out the type of document that can be described as SPG. Change Sought: Policy DP/9 should be removed as it is contrary to National Guidance. 324

Both the base level of allocations and the contingency level represent the minimum level of housing which would be suitable to accommodate the minimum economic growth levels which the Plan seeks to deliver. The evidence used to support the level of growth is not robust or credible and leaves the plan exposed to non-delivery from windfall and existing commitments. The contingency level is based on delivering the minimum level of growth required to meet population and economic growth and would not provide sufficient scope to accommodate under-delivery. Change Sought: A higher level of allocation, coupled with increased contingency allocations to accommodate a medium level of population and economic growth shold be set within the plan. 17625 Mr Selwyn Rees [2091] 1 Object Summary The Plan's housing growth strategy provides for the lowest level of housing growth that would be generated by population change, with a contingency to accommodate the lowest level of growth created by the plans economic strategy. The projected contribution from windfall sites and committments are not robust or credible. Potential problems include changes to market conditions. The contribution from empty homes is not robust. The contribution to meeting AHLN is very low. There is a mismatch between housing growth and ecomonic growth. The contingency allocation is likely to be insufficient.
