If new development is not possible in Kinmel Bay and Towyn alternative sites must be considered for development within the Plan area. IMPLEMENTATION AND MONITORING FRAMEWORK 5.13 Rep No Name People Type 1255 Anwyl Construction Ltd (Mr Mike Pender) [1514] 1 Object Summary The windfall allowance is too high as past completions on windfalls have been skewed upwards because there has not been a 5 year supply of housing land based on up to date adopted allocations in development plans and associated planning permissions. In addition many of the sites allocated have overoptimistic site capacities. Change Sought: - Glyn Farm Colwyn Bay - which because of substantial areas of (i) woodland (ii) steep slopes and rocky outcrops and (iii)on-site open space cannot deliver 144 dwellings - a figure of 70-80 units would be a more realistic figure - Bryn Rodyn Dolwen Road - the site area is only 3 acres - not 3 ha - and site capacity is nearer 25 than 75 - <strong>Site</strong>s in Conwy within the Conwy Castle buffer where Cadw have a no development zone and so these allocations need deleting. The Plan needs to change by making further new allocations following a further assessment of the housing need requirement and associated housing land requirement. 285
