Policy HOU/3 Housing Density
1556 Countryside Council for Wales (Mr Richard Ninnes) [1948]
1 Support
Summary Supports in principle that higher density development should be encouraged in sustainable locations, in line with PPW 2002, para. 2.5.3, considers these to
be locations near existing or planned public transport nodes or corridors, where there is good access to local services and facilities. To ensure high densities
do not compromise the quality of the environment of new sites, sites will need to be carefully designed. We welcome the recognition in Paragraph 4.67, that
lower density levels may be needed in certain locations. CCW considers that density levels should also take into account an area's character and
environmental capacity.
Summary Our client support the content of the policy.
Change Sought: The policy should recognise that previously developed sites should be prioritised over Greenfield sites and that densities on previously developed sites could
be increased to protect greenfield sites against development and to protect the natural and built environment of the area in line with one of the priorities of the
LDP. the Dolgarrog site has the opportunity of providing both high and low density housing to reflect the different characteristics of the site and surroundings.
Change Sought:
The housing density of 30 per hectare will not be possible in some locations to take account of public open space and tree protection. There should therefore
be more flexibility built into the policy to allow for less and this is the change requested. Again fails test CE2.
