Summary Policy EMP9(2) is unduly restrictive, conflicts with national policy and other strategies and objectives and appears to be without evidential basis. The policy<br />

fails to take account the opportunities that may emerge during the plan period to deliver new high quality, sites that contribute to objectives of delivering<br />

sustainable tourism and reducing seasonality during the plan period in urban or rural locations.<br />

Change Sought: The policy should not be carried through as it is unsound. The plan should be modified to provide criteria based policies that allows for new sites and<br />

extensions to existing in appropriate circumstances.<br />

Summary Policy EMP/9 A blanket no to new chalet and caravan sites, or 'unserviced accommodation' (para 4.125) is not acceptable. Demands within the market place<br />

in regards to the nature of 'un serviced accommodation' are changing. When considered alongside the increasing importance of 'rural tourism' discussed<br />

earlier a far more proactive approach needs to be taken.<br />

Change Sought: A way forward may be to have separate policies for the urban and rural development areas, albeit that that may be seen to discriminate against a few sites in<br />

and around Llanrwst.<br />
