Summary Policy EMP9(2) is unduly restrictive, conflicts with national policy and other strategies and objectives and appears to be without evidential basis. The policy
fails to take account the opportunities that may emerge during the plan period to deliver new high quality, sites that contribute to objectives of delivering
sustainable tourism and reducing seasonality during the plan period in urban or rural locations.
Change Sought: The policy should not be carried through as it is unsound. The plan should be modified to provide criteria based policies that allows for new sites and
extensions to existing in appropriate circumstances.

Summary Policy EMP/9 A blanket no to new chalet and caravan sites, or 'unserviced accommodation' (para 4.125) is not acceptable. Demands within the market place
in regards to the nature of 'un serviced accommodation' are changing. When considered alongside the increasing importance of 'rural tourism' discussed
earlier a far more proactive approach needs to be taken.
Change Sought: A way forward may be to have separate policies for the urban and rural development areas, albeit that that may be seen to discriminate against a few sites in
and around Llanrwst.
