We would also point out that there is a new addition to the waste hierarchy, ie Reduce; Reuse; Preparing for Reuse; Recycling; Recovery and Disposal. The new category is "Preparing for Reuse". This will most probably lead to an expansion of businesses at the "Transfer" stage and these facilities are likely to be sited on existing industrial estates etc. Change Sought: You should therefore consider if there is sufficient land allocated in your plan to allow for such an expansion. 432
