Summary The Wales Spatial Plan (2008) makes clear (16.2) that in North-East Wales planning policies should seek to strengthen the settlements forming the identified<br />

key hubs as "a focus for investment in future employment, housing, retail, leisure and services".<br />

In line with our representations on Policies EMP/1 and EMP/2, the level of employment land provision should be increased in the County as a whole, and<br />

greater emphasis should be given to the role of Llandudno Junction.<br />

Kinmel Bay is part of the Rhyl/St Asaph/Prestatyn Strategic Hub and is an appropriate location for development. However, it must be recognised that the town<br />

is peripheral to the main centres of population within Conwy and is not highly accessible by public transport. It needs also to be recognised that employment<br />

development around Kinmel Bay is more likely to meet the needs of Denbighshire than most of Conwy, and that sites in this area will compete directly with<br />

existing and proposed employment sites in Denbighshire, including South-East Rhyl and St Asaph. Consequently, the proposed employment development in<br />

Kinmel Bay should be complementary to that being provided in the rest of the Rhyl/St Asaph/Prestatyn strategic hub, and not compete with it. The total should<br />

also not make up a disproportionate amount of the County's total employment land resource.<br />

Change Sought: Section 3 does not make this distinction and, as such, is not in accordance with the Spatial Plan. It also does not provide a clear framework for the policies<br />

which follow. The policy should be amended to do so.<br />
