Summary We support a phased approach to housing allocations. We always try to ensure that sufficient infrastructure exists for domestic developments. However,<br />

where such facilities may be deficient, Capital Investment under our 5 year Investment Plans usually remedy the problem. However, there may be instances<br />

where a developer's needs may not coincide with the timing our our planning investement.<br />

We support the use of Planning Condidtions which may enhance the quality of devlopment and enable proposals to go ahead which might otherwise be<br />

refused. Where development will create extra need it may be reasonable for developers to contribute towards the cost.<br />

Summary We object to the intention to phase the release of housing sites. Having regard to the LPA's view that the housebuilding industry cannot deliver more houses<br />

than it proposed within the Plan period, it does not appear that there is a need for this policy in any event.<br />

Change Sought: Without detailed justification the policy appears unnecesary and should be deleted leaving the housebuilding industry to bring forward sites when they judge<br />

market conditions enable them to do so.<br />
