The plan objectives include making provision for Gypsy & Traveller site needs. Whilst policy HU04 provides a criteria based approach to meet any
unidentified need arising over the plan period, in accordance with Circular 30/2007 the evidence indicates that there is an outstanding existing need, and as
such an appropriate number of site(s)/pitches should be identified in the plan. No allocation has been made to satisfy the existing need.
The technical work necessary to determine how the existing need will be addressed should be completed, with any appropriate allocation being made through
a Focused Change.

Summary In paragraph 4.2.30.3 it states that "In planning for the accommodation of Gypsies and Travellers, it is important that site(s) are sustainable and have good
access to key services and facilities and maintain and enhance the natural environment." We would request that "and not subject to flood risk" are added.
