The plan objectives include making provision for Gypsy & Traveller site needs. Whilst policy HU04 provides a criteria based approach to meet any<br />

unidentified need arising over the plan period, in accordance with Circular 30/2007 the evidence indicates that there is an outstanding existing need, and as<br />

such an appropriate number of site(s)/pitches should be identified in the plan. No allocation has been made to satisfy the existing need.<br />

The technical work necessary to determine how the existing need will be addressed should be completed, with any appropriate allocation being made through<br />

a Focused Change.<br />
