As you will be aware, some waste facilities are classed as highly vulnerable within TAN15 as there is a high risk of pollution occurring if sites are located within a flood risk area. Providing the SFCA is able to demonstrate that Tir Llwyd can be allocated at a strategic level, the FCA, which will be required at the planning application stage, will have to demonstrate that this sort of development is acceptable Change Sought: Proposals for waste management will be subject to SFCA and then FCA at planning application stage. That may be required on industrial land as set out in policy MWS/8. SPATIAL POLICIES, KEY DIAGRAMS AND SUPPORTING DEVELOPMENT CONTROL POLICIES Policy MWS/9 Safeguarding Existing Waste Facilities Rep No Name People Type 866 Llysfaen Neighbourhood Action Team (Mrs Christine Norman) [1022] 1 Object Summary - There is no buffer zone around the landfill site (former quarry). - Previously land filled and we suspect quarry bored holes. - Peulwys is part of Llysfaen Village and therefore the allocation for Ty Mawr housing ought to be included in the total for Llysfaen. Change Sought: - We believe that Berth y Glyd is a viable site because it is an extension of the Peulwys estate and runs adjacent to Highlands Road which is the bus route from Old Colwyn. - There is some controversy and ambiguity re the status of the village - we believe it is a Tier 2 village We want a buffer zone included in the LDP as it was an omission from the consultation draft of the LDP and needs adding - minimum of 250 metres has been recommended by the Environment Agency. There are, however, in our opinion, several other more suitable sites within Llysfaen which we would like to submit as alternatives:- - Land opposite proposed Berth y Glyd site of Highlands Road - Land next to Llysfaen Village Hall (opposite the Post Office) - Land two doors down from the Church itself (Pentregwyddal Road) - Carrying on down Pentregwyddal Road as far as the junction of Clobryn Road/ Kiddies playground - Land opposite the bus terminus/public conveniences (Dolwen Road) which runs up towards and faces the old Castle pub. 279
