Summary The policy lists four instances (a-d) in which enabling development will be permitted. However, there is conflict with the 2011 CADW guidance 'Conservation<br />

Principles for the sustainable management of the historic environment in Wales' and its formal policy on enabling development.<br />

The CADW guidance establishes 7 principles (a-g) in its policy on enabling development (pages 32/33. These include the four circumstances listed in policy<br />

CTH/4 but additional criteria are also present - such as the balancing of public benefit against harm caused by breaching other public policies (CADW's<br />

criteria g).<br />

This current conflict will cause confusion.<br />

Change Sought: It is proposed that the policy and/or supporting paragraph 4.7.5.1 is amended to<br />

(1) make reference to the use of CADW's national guidance<br />

(2) to make clear whether the Council will use CADW's guidance in considering enabling development proposals,<br />

(3) if the Plan departs from the policy in the CADW guidance and sets its own 'tests' (as it currently does), to justify why such a departure from national<br />

guidance is required.<br />

The amendment of the policy in this manner would ensure that the Plan is sound.<br />
