It is likely that <strong>Site</strong> waste Management Plans will come into force for Wales. The aim of this is to get a better understanding of the wastes generated and to aid recycling. You should also be aware that there has been a recent ban on landfilling Gypsum bearing wastes. There is also the WRAP Aggregates protocol which puts forward a standard for the reprocessing of C&D Wastes into secondary aggregate. Change Sought: You may wish to specify more on this in this section to encourage and drive the recycling rates for C&D wastes in the county. 280

By way of example for the Esgyryn site the Council have proposed 90 residential units to secure the viability of the entire development, yet they have proposed that the residential element be provided after the employment development is completed, this is clearly a nonsense. Change Sought: The correct approach would be to phase the employment and residential allocations concurrently, which would be sustainable and viable. In any event there is a concern that the Council have over stated the need for employment land and understated the requirement for residential land. As such, increasing the residential allocation from 90 units to 220 units will help to address this concern. 281
