Summary It is noted that the Council have amended their previous proposals such that the residential and employment development of the site at Esgyryn can be<br />

brought forward together, with development able to commence in 2012, clearly this is supported.<br />

However, significant concern is raised regarding the allocation of a number of sites which have significant constraints to development and question marks<br />

over their deliverability during the Plan period.<br />

<strong>Site</strong>s at risk from flooding or increasing flood risk elsewhere should be removed from the Plan. The swelling units on such sites should then be re-directed to<br />

other sites where constraints to development are not prohibitive.<br />

Summary Table 11 (implementation and monitoring section) does not identify which of the contingency sites the local authority considers to be more suitable to be<br />

brought forward earlier than indicated should this be necessary, if for example, commitments or windfalls fail to materialise. An opportunity has been missed<br />

to demonstrate more clearly the degree to which the plan is flexible and would benefit from being rectified.<br />

The authority suggests that it would wish to develop the sties on previously developed land in the first instance, but it is not clear whether this applies to the<br />

listed sites in Table 11.<br />
