The Plan indicates (page 75, para 4.44) that 100 homes will be brought back into use during the period 2008-12 from the substantial stock of such dwellings.<br />

Whilst the Plan doesn't indicate why or how this will be brought about, unless there is a specific reason - which is not stated - as to why such a benefit will be<br />

restricted to only this period of the Plan, then further dwellings should be indicated for the period 2012-2022. This would enable an equivalent reduction to be<br />

made in the Plan's housing land allocations.<br />

Summary The HBF objects to the land supply calculations shown in the table within paragraph 4.44 as they do not accord with national guidance, are not founded on a<br />

robust and credible evidence base and are not sufficiently flexible to enable the LDP to deal with changing circumstances.<br />

Change Sought: The land supply needs to be increased in order to be sufficient to accommodate the suggested dwelling requirement of 9,298 dwellings, provided within our<br />

response to Policy HOU/1. There should also be additional land allocation of 10% of the total supply to introduce flexibility.<br />

Any increase in land supply should include greenfield releases in addition to PDL, in order to ensure a range and choice of housing can be provided over the<br />

plan period.<br />

The evidence used to inform BP/4 with respect to the amount of dwellings expected via windfall sites needs to be updated. All evidence used to corroborate<br />

the assumptions made within BP/4 should be included within the background paper, in order for the reader to see exactly how and why those assumptions<br />

have been made.<br />

An immediate review of the existing land supply allocations needs to be undertaken, in order to ensure the assumption made in terms of the capacity of each<br />

allocation to accommodate the number of units stated is correct.<br />

We also believe allocations within the LDP need to include information on site area and developable area, in order to ensure the assumptions on developable<br />

area and site capacity are clear and justified.<br />
