SPATIAL POLICIES, KEY DIAGRAMS AND SUPPORTING DEVELOPMENT CONTROL POLICIES
Policy DP/2 Overarching Strategic Approach
Rep No Name
1734 Barton Willmore (Mr Michael Courcier) [44]
Summary We suggest the following change to the first part of the policy:-
"Main Towns
Llandudno, Llandudno Junction, Colwyn Bay, Conwy, Deganwy/Llanrhos, Towyn/Kinmel Bay.
People Type
These are the main urban settlements within the County and are designated as key hubs by the Wales Spatial Plan. The towns of Llandudno, Llandudno
Junction, Conwy, Deganwy/Llanrhos and Colwyn Bay will be the main focus for investment in future employment, hotel, retail, leisure and services.
Additionally the settlements of Towyn/Kinmel Bay form part of a larger key hub with the towns of Rhyl, Prestatyn and St Asaph in Denbighshire. Development
in Towyn/Kinmel will need to be compatible with the size of these settlements and complementary to that which is proposed for the rest of the hub. Over the
Plan period, the great majority of the housing and employment development within the County will be located within and around the above towns.
Other Urban Areas
Abergele/Pensarn, LLanfairfechan, Llanrwst, Mochdre, Penmaenmawr, Penrhyn Bay, Penrhynside
These are mainly smaller freestanding towns. The towns in the more rural areas act as service centres for large and thinly populated areas. Also settlements
like Penmaenmawr have urgent regeneration needs. The intention is to build strong sustainable communities in these settlements, providing locally
accessible jobs, services and housing."
Change Sought: Reword Policy DP/2
4212 Mrs Betty Mavis Mills [1706]
1 Object
Summary Objection to the housing growth and spatial distribution of development in Abergele. There is no significant justification or evidence base for the housing
figure of 6,300 dwellings. Abergele has seen and absorbed significant growth over previous plans, this has resulted in large scale housing growth to the South
of the town, off Sea Road and in Pensarn.
Change Sought: Housing growth option one would be more appropriate, delivering 3750 dwellings over the plan period. With greater emphasis on bringing vacant and empty
homes back into use, reducing the demand on Greenfield land.
