SECTION FOUR - SPATIAL POLICIES, KEY DIAGRAMS AND SUPPORTING DEVELOPMENT CONTROL POLICIES
4.6.10 Sustainable Drainage Systems, Policy NTE/9 SUSTAINBLE DRAINAGE SYSTEMS
Rep No Name
People Type
22407 Environment Agency Wales (Mrs Deborah Hemsworth) [1036]
1 Support
Summary We welcome that your plan contains a policy requiring all developers to include Sustainable Drainage systems in their development, wherever reasonably
practicable. It should be noted, however, that, as a result of the Flood and Water Management Act, SuDs will become a standard requirement in all new
development, and will be approved and adopted (ie maintained) by the SuDs approval body, which will sit within the Lead Local Flood Authority, which will be
Conwy County Borough Council in this respect.
Change Sought: Although the relevant section of the Act has not yet commenced, it is very likely that it will have before your plan has been adopted. It should be emphasised,
therefore, that the onus will lie with the local authority, and not with the Environment Agency, to ensure that SuDs systems will be installed and maintained for
the lifetime of the development.
1 Support
Summary We fully support this Policy and would expect the developer to assess sustainable options as part of the development. Flooding is an emotive issue and any
measures which can reduce the amount of surface water run-off can only be seen as a positive action.
