SECTION FOUR - SPATIAL POLICIES, KEY DIAGRAMS AND SUPPORTING DEVELOPMENT CONTROL POLICIES 4.4.2 Tourism Strategy Statement Rep No Name People Type 22433 Countryside Council for Wales (Mr Richard Ninnes) [1948] 1 Object Summary Given the sensitive environment of the county's coastline and its juxtaposition with a number of Natura 2000 sites, we consider that this section of the Plan should clarify that developments for coastal based recreation projects will be required to demonstrate that they will not adversely affect the integrity of the relevant European site, or as previously stated that a clear statement is added to the start of the Plan stating that it is required to be read as a whole. It supports the recognition that tourism can help ensure the protection of the natural and built environment. It welcomes the support (in principle) for tourism-related development that diversifies the economy in the off-peak season whilst sustaiining environmental and heritage qualities. 22387 The Theatres Trust (Ms Rose Freeman) [1449] 1 Object Summary Conwy County Borough is fortunate to contain the North Wales Theatre at Llandudno, Theatr Colwyn at Colwyn Bay and the unique Harlequin Puppet Theatre at Rhos on Sea. <strong>Non</strong>e of these valuable tourism assets are mentioned in your policies on Tourism nor in the section on Community Facilities. Without a policy to protect such facilities it could become difficult to retain an essential community asset particularly where land values may become higher for an alternative use. Change Sought: Strategic Policy CFS/1 Community Facilities and Services For clarity we suggest that the word 'cultural' is included in the opening sentence to read '.... enhance community and cultural facilities ..... and an item inserted specifically for leisure, entertainment and cultural facilities. There are six items for shops, one for allotments, three for open spaces and one for education - none for leisure. Paragraph 4.5.2.1 on the preceding page itemises leisure as a service that requires good access for sustainability. This is reflected in SO13 in para.4.5.1. The protection of your theatres and performance spaces is essential if future generations are to have the opportunity to experience the joys of drama, dance, music and opera. Theatre buildings contribute to the quality of the built environment especially in a town centre, and to the wider historic setting. The document should acknowledge its existing leisure offer with one line in the policy otherwise your leisure infrastructure will be omitted from the document. For clarity and greater certainty of intended outcomes and so that guidelines are clear and consistent we recommend a description for the term 'community facilities' in your Glossary as: community facilities provide for the health, welfare, social, educational, spiritual, recreational, leisure and cultural needs of the community. In this way, arts activities and theatre will be incorporated in any policy that mentions the enhancement and development of community facilities. 19564 Castell Development Limited [4570] 1 Object Summary The policy could be improved by the inclusion of a further sub-section which supports the development of high quality (4 and 5*) hotels. The clear support for such developments would provide confidence and clarity to prospective developers and help to diversify the year-round tourism offer in Conwy. Change Sought: We propose that the following sub-section is added: f) Support, in principle, the establishment of new or converted high quality (4 and 5*) hotels which can broaden the range of accommodation available and diversify the tourism offer The inclusion of this policy statement would help promote the hotel industry in the area and ensure the Plan is sound. 349
