Summary I have not seen the detailed viability appraisals undertaken. Valuation advice has been taken. Not certain 70% affordablility is achievable and would<br />

unbalance and devalue the remaining 30% of open market housing. Policy HOU/6 should be found on a robust and credible evidence basis. Hou/6 should<br />

make it explicit in the need for each site to be appraised on an individual basis and Table HOU/2B amended to reflect this.<br />

Summary Subject to the comments contained in the Assembly Government's letter dated 2nd July 2009 the Dept. for the Economy & Transport supports policies HOU/2<br />

and HOU/5 relating to the provision of affordable housing for local needs but would question the need for policy HOU/6, which indicates that the Council will<br />

seek to apply a higher level of affordable housing on Council and Government owned sites. Policy HOU/2 references a minimum 50% provision (dependent<br />

on viability) and does not prevent landowners providing more affordable housing in some cases. Both the Welsh Assembly Government and the County<br />

Borough Council are committed to the delivery of affordable housing but it is considered that this can be undertaken within the terms of policy HOU/2 and the<br />

specific policy aims of these public organisations. The inclusion of Policy HOU/6 which seeks to apply different standards on the basis of land ownership in<br />

addition to accepted site specific targets and site thresholds is therefore considered unnecessary.<br />
