SECTION FOUR - SPATIAL POLICIES, KEY DIAGRAMS AND SUPPORTING DEVELOPMENT CONTROL POLICIES 4.4.6 Chalet, Caravan and Camping Sites, Policy TOU/5 CHALET, CARAVAN AND CAMPING SITES IN THE RURAL DEVELOPMENT STRATEGY AREA Rep No Name People Type 19336 British Holiday and Home Parks Association (Clwyd Branch) (Mr J McAllister) [160] 1 Object Summary 1 - Static holiday caravan parks should be permitted if they are able to meet certain criterion. Sites within a sustainable location, with suitable access and that are well screened will not have a detrimental impact on the surrounding landscape should be permitted. 2 - The Plan as currently drafted fails to specifically set out a policy for touring caravans and indeed new sites, despite the continuous demand for pitches within Conwy Borough Council area and North Wales. Change Sought: 1 - It is requested that a separate Policy is inserted within the tourism chapter wehreby proposals for new sites will be looked upon favourably subject to certain criteria. There should be no restriction to the size or scale of propsoals as each application should be determined upon its own merits. 2 - I append a copy of Policy D19 - New Sites for Touring Caravans, Camping and Touring Units from the adopted Gwynedd UDP, there is no sound planning reason why such a Policy and its criterion cannot be adopted within this LDP. 13866 Town and Country Planning Services (Conwy) (Mr K Evans) [2030] 1 Object Summary Policy makes a conditional restriction on tourism development under TOU/5 subcriterion a) that it must relate to an existing tourism complex. There are few such complexes in rural Conwy and few that will be permitted in the Plan Period. Therefore, the restriction is un-reaslistic, anti-competitive in tourism and wholly out of date being taken from the CBLP. I ask for its removal and removal of criterion e) which is unrelated, as no gains can be demonstrated, in many cases only mitigation of tourism effects. The policy does not comply with the strategic policy SO5/SO8 and is contrary to TAN13 ambitions/PPW/TAN6 Change Sought: Remove criterion a) and e) 13879 Mr Alexander George [839] 1 Object Summary The RDSA as described on page 67 does not define any clear area. It is ambiguous and seems to imply that the RDSA is every area outside the UDSA. The description refers to housing and nothing else, whereas Policy TOU/5 refers to the RDSA but without any boundary. It seems to imply that unless an area falls wihtin a village/hamlet it is not classed as within the RDSA. Criterion a) The word 'complex' is inappropriate and not applicable. Complex means 'consisting of many different and connected parts' perhaps relevant to a leisure complex but not a stand alone tourism facility. Change Sought: Clarify the RDSA and UDSA areas. Change the word complex to facility. 22404 Environment Agency Wales (Mrs Deborah Hemsworth) [1036] 1 Object Summary We would stress that both these policies must have regard to DP/1 and DP/6. Caravan and camping sites are very often situated within tidal or fluvial flood zones and, due to their very nature, are extremely vulnerable to flood risk. We therefore would advise that having regard to the development policies should also be stressed, either within the policy itself, or in the supporting information. Change Sought: We would stress that both these policies must have regard to DP/1 and DP/6. 22435 Countryside Council for Wales (Mr Richard Ninnes) [1948] 1 Object Summary CCW considers that the provision in policy TOU/4 for development to accord with the Development Principles and other related policies within the Plan is also relevant for chalet, caravan and camping Sites within the Rural Development Strategy Area. Unless a clear statement is provided at the start of the plan, stating that the plan should be read as a whole, we recommend that Policy TOU/5 is amended to also include a provision for development to accord with the Development Principles and other related policies within the Plan. However as stated in our previous response, protection of the environment and Natura 2000 sites should not be limited to the consideration of camping sites, but should be a consideration when considering all development proposals. As stated above, a clear statement is therefore required in the plan to state that the plan should be read as a whole, so that appropriate consideration is given to the environment policies of the plan as well as those promoting development.
