Summary The Plan still suffers from weaknesses in the housing growth strategy adopted. Both the base level of allocations and the contingency level represent the<br />

minimum level of housing which would be suitable to accommodate the minimum economic growth levels which the Plan seeks to deliver.<br />

The evidence used to support the level of growth is not robust or credible and leaves the plan exposed to non-delivery from windfall and existing<br />

commitments.<br />

The contingency level is based on delivering the minimum level of growth required to meet population and economic growth and would not provide sufficient<br />

scope to accommodate under-delivery.<br />

Change Sought: A higher level of allocation, coupled with increased contingency allocations to accommodate a medium level of population and economic growth shold be set<br />

within the plan.<br />
