SECTION FOUR - SPATIAL POLICIES, KEY DIAGRAMS AND SUPPORTING DEVELOPMENT CONTROL POLICIES 4.4.3 Location of New Tourism Development, Policy TOU/2 LOCATION OF NEW TOURISM DEVELOPMENT Rep No Name 19560 Castell Development Limited [4570] Summary Castell Developments supports the policy's focus of new tourism related development within the Urban Development Strategy Area. People Type 13863 Town and Country Planning Services (Conwy) (Mr K Evans) [2030] 1 Object Summary Policy TOU/2 states that all new tourism development will be located mainly within the UDSA. However, this is an over-controlled urban location of limited tourism potential for new land-uses. Moreover, rural tourism is not being promoted under SO5/SO8. Critically for TOU/2, TOU/4 does not allow any sites for new tourism in the UDSA. Therefore, Policy TOU/2 is not a spatial strategy policy for tourism founded on credible evidence and is in direct conflict with other restrictive policies. Change Sought: Policy TOU/2 requires re-consideration, as does TOU/4, if it is not to harm all tourism in the county, especially rural tourism. 1 Support 350
SECTION FOUR - SPATIAL POLICIES, KEY DIAGRAMS AND SUPPORTING DEVELOPMENT CONTROL POLICIES 4.4.6 Chalet, Caravan and Camping Sites, Policy TOU/4 CHALET, CARAVAN AND CAMPING SITES IN THE URBAN DEVELOPMENT STRATEGY AREA Rep No Name People Type 22434 Countryside Council for Wales (Mr Richard Ninnes) [1948] 1 Object Summary CCW considers that the provision in policy TOU/4 for development to accord with the Development Principles and other related policies within the Plan is also relevant for chalet, caravan and camping Sites within the Rural Development Strategy Area. Unless a clear statement is provided at the start of the plan, stating that the plan should be read as a whole, we recommend that Policy TOU/5 is amended to also include a provision for development to accord with the Development Principles and other related policies within the Plan. Change Sought: CCW considers that the provision in policy TOU/4 for development to accord with the Development Principles and other related policies within the Plan is also relevant for chalet, caravan and camping Sites within the Rural Development Strategy Area. Unless a clear statement is provided at the start of the plan, stating that the plan should be read as a whole, we recommend that Policy TOU/5 is amended to also include a provision for development to accord with the Development Principles and other related policies within the Plan. 19565 Castell Development Limited [4570] Summary The policy does not state the Council's position on proposals that involve the loss of existing sites in the Urban Development Strategy Area. This policy vacuum creates uncertainty for the owners of existing sites and for prospective purchasers of such sites. Change Sought: The policy should be extended to explain whether the Council will support or resist the loss or redevelopment of existing sites, including any qualifications/criteria as appropriate. The inclusion of this policy statement would create certainty and ensure the Plan is sound. 19321 British Holiday and Home Parks Association (Clwyd Branch) (Mr J McAllister) [160] 1 Object Summary The Policy as presently drafted does not provide an acceptable framework for caravan development. It does not distinguish between touring and static holiday caravans and fails to provide a positive approach to secure future proposals and attain sustainability of the caravan industry. Change Sought: This representation provides an alternative policy approach which has been accepted in the adjoining authority of Gwynedd and is acceptable to the caravan industry. It is requested that this Policy framework is now adopted within Conwy. 22403 Environment Agency Wales (Mrs Deborah Hemsworth) [1036] 1 Object Summary We would stress that both these policies must have regard to DP/1 and DP/6. Caravan and camping sites are very often situated within tidal or fluvial flood zones and, due to their very nature, are extremely vulnerable to flood risk. We therefore would advise that having regard to the development policies should also be stressed, either within the policy itself, or in the supporting information. Change Sought: We would stress that both these policies must have regard to DP/1 and DP/6. 1 Object 351
