Change Sought: It is recommended that Conwy Local Planning Authority consider carefully the 50% affordable housing requirement and its potential impact upon adjacent<br />

local planning authorities.<br />

Summary The owner of the Esgyryn site is fully aware of the importance of securing housing to meet affordable needs, and furthermore, they are willing to meet with<br />

their requirements regarding the provision of on site affordable housing. However, in order to ensure the viability and provision of such housing it is important<br />

to consider the housing numbers allocated by Conwy Council.<br />

Change Sought: The local authority propose the provision of just 90 units on the site in order to assist in securing the viability of the wider site and the employment uses<br />

proposed. However, the viability of this site is undermined by the high requirement for affordable housing on site, alongside the open space requirements,<br />

provision of sustainable design and the infrastructure improvements necessary to deliver the project. The land split as proposed by Pod in their original<br />

masterplan and detailed further in the vision included at Appendix 5 is considered to be more appropriate, more viable and more sustainable and should be<br />

replicated by the local authority.<br />

Summary The figure presented for affordable housing (50%) appears to pay insufficient regard to the needs of the community at large. The housing provision focuses<br />

on affordability and no attention would appear to have been paid to the needs of the elderly, disabled or other specialised groups who also require purpose<br />

built, appropriate accommodation.<br />

Change Sought: Where applications propose the provision of housing to meet other areas of special need within Conwy the level of affordable housing required should be<br />

reduced in order to secure viability and a mix of housing to meet local need. In relation to the Esgyryn site if the Council can successfully justify 50%<br />

affordable housing, which is considered unduly prescriptive (without adequate justification - see above) then we would advocate 30% for affordable housing,<br />

alongside as provision of housing with care for the elderly (over 55's) and in any event the amount of affordable/social housing should reflect other<br />

considerations including viability and sustainable design (over and above that required by Government policy).<br />
