Summary MSW/1
Essentially, we consider that all the main elements are covered in this policy. We appreciate the difficulty in finding a suitable landfill site and we are aware
that you have requested guidance on our Landfill Location Policy. We are also aware that the large amount of limestone in the area acts as a major aquifer
which seriously limits the land available.
1579 Countryside Council for Wales (Mr Richard Ninnes) [1948]
Summary CCW supports the policy of not permitting new hard rock quarries or extensions to existing quarries.
Summary Buffer zones should also prevent the encroachment of development likely to be sensitive to the lawful implementation of planning permissions for the winning
and working of minerals.
Change Sought: Buffer zones should also prevent the encroachment of development likely to be sensitive to the lawful implementation of planning permissions for the winning
and working of minerals.
338 CEMEX UK Operations Ltd. (Mr Shaun Denny) [636]
Summary Paragraph 1 of this policy contradicts the following statement in paragraph 4.258 of the Draft Plan: -
"and this document concludes that there is no need to allocate land for hard rock in Conwy at present, unless there are specific technical or environmental
circumstances that would justify an allocation."
Furthermore, the policy implies that hard rock quarrying by default results in harm being caused to the landscape and the environment, a view that is not
shared by the Company.
Change Sought: It is suggested that paragraph 1 of the policy is deleted and replaced by the following: -
"Further new or extensions to existing hard rick quarries will not be permitted unless justified by specific technical or environmental circumstances."
Summary It is vital that all mineral deposits which society may need are safeguarded for possible use by future generations. Not just sand and gravel resources at Tal y
Cafin. As currently worded this point is not in line with national policy (MPPW, Para.13) or recommendations in the North Wales RTS (Page 75).
Summary Policy MWS/1 bullet point 3 - The emphasis of the sentence is the protection of other forms of development from mineral workings. It is equally important that
mineral workings are protected from encroachment from non-minerals development.
Summary Policy MWS/1 bullet point 1 - The need to protect landscape and environment is not a stated justification for that action. Quarrying does not necessarily cause
adverse effects on either landscape or environment.
