Summary CCW support the policy and advises that DP/2 that requires contributions to the future maintenance and upkeep of facilities should include "and measures to<br />

Such measures are promoted by the Plan and will also be necessary mitigation for some developments. The maintenance of such schemes usually incurs<br />
ongoing costs.<br />
To meet the test of soundness, paragraph 4.26 ought to refer specifically to compliance with other policies in the LDP: " Proposals for development in Conwy<br />
will be supported where they comply with other policies in the LDP and where they have made suitable arrangements etc...."<br />

Summary It is accepted that the principle of this policy arises from the Community Levy, and the requirement for commuted sum payments for provision of infrastructure<br />
is not disputed. However, the payments required should be considered against the development in its entirety and alongside requirements for affordable<br />
housing provision. There is a risk with the requirements as laid out in the plan that many schemes will prove to be unviable commercially as a result of these<br />
additional costs. This will impact severely on the delivery of development and the long term achievement of the objectives and vision of the Plan.<br />
Change Sought: The payments required should be considered against the development in its entirety and alongside requirements for affordable housing provision (the Plan<br />
requires 50% AHLN from all developments over a certain size), open space contributions and other financial contributions. There is a risk with the<br />
requirements as laid out in the plan that many schemes will prove to be unviable commercially as a result of these additional costs.<br />
