We consider that the proposed provision of 6,800 dwelling represents a level that is unjustifiably low having regard to a reasonable consideration of the
relevant factors.
We do not understand the comment at the end of 3.7.1 where it is indicated that any level of growth greater than 6800 dwelling would undermine the
deliverability of the Plan; first and foremost the Plan should be sound, if ultimately it is not possible to meet the full level of need, then so be it, but not to try in
the first place would be unforgiveable.
Change Sought: Increase housing growth.

We do not agree with this paragraph or Background Paper 31, which makes assumptins on the capacity of the housebuilding industry.
Change Sought: In light of the above, paragraph 3.7 and any other reference to the capacity of the housebuilding industry should be removed from the LDP.
